Current Status: ongoing
The Heart of Fairfield Specific Plan seeks to revitalize areas within and around downtown Fairfield and the West Texas Street Area by 2040.
The plan is split into three phases.
The Ongoing Phase (2016-2040+)
1. Encourage appropriate development that create sustainable, high-density walkable neighborhoods by adopting new zoning patterns.
2. Support city and government centers in Downtown Fairfield through the use of better connections through transit.
3. Expand access to local recreational space, specifically through Linear Park and Ledgewood Creek Trail.
4. Target economic development, particularly businesses that would be less suitable in places such as the Solano Town Center, like ethnic specialty foods, fine arts and crafts, high-quality restaurants, educational institutions, or office space.
5. Diversify the types of housing found, such as townhomes, mixed use live-work buildings, senior residences, and lofts.
6. Support existing institutions within the plan area.
The Short-Term Phase (2016-2021)
1. Create a vibrant downtown core through outdoor seating, nightlife entertainment, and retail.
2. Incentivize proper development on highly visible "catalyst sites."
3. Increase mixed-use development.
4. Establish a stronger brand and identity for the downtown area, such as through new key gateway features at I-80 and West Texas Street, Beck Avenue and Highway 12, and at Pennsylvania Avenue and Highway 12.
5. Improve key streetscapes and safety, especially in newer developments.
6. Enhance freeway commercial areas.
7. Create more and enhance existing community gathering spaces.
8. Improve Allen Witt Park through the fulfillment of the Allen Witt Park Master Plan.
The Long-Term Phase (2022-2040+)
1. Transform West Texas Street into an urban, mixed-use residential and commercial corridor.
2. Create neighborhood recreational spaces, perhaps on Broadway Street.
3. Create more complete streets that accomodate both automobile traffic and cyclists and pedestrians.
4. Improve residential streets south of West Texas Street by promoting more complete streets, particularly on Broadway Street.
5. Relocate the City of Fairfield's Corporation Yard to better integrate the downtown area.
6. Create a transit neighborhood (high-density, mixed-use) surrounding the Fairfield-Suisun Capital Corridor Train Station.
7. Create more and enhance existing community gathering spaces.
