Current Status: preliminary work expected to begin in Fall 2019
Lower Lagoon Valley is a proposed residential development located on privately-owned land south of Lagoon Valley Park. The project would construct 1025 homes on 323 acres of land split between three different villages, with a golf course integrated within the villages. 458 acres would be dedicated to open space, including the aforementioned golf course along with parks and trails. A business and town center would be located on 60 acres of the property. 23 other acres would be dedicated for public use, including roadways and a new fire station.
Before development of the project can begin, significant infrastructure improvements are required. The City of Vacaville has split these improvements into four phases:

- Closure of Quercus Trail
- New sewer main installation
- New water main installation
- Installation of electricity
Phase Four - July 2020-November 2020
- Closure of parts of the main park road
- Installation of sewer and water mains
- Repavement of the main park roadway
